Indonesian firms have a lack of legal culture

The paper gives very pessimistic perspective on corporate governance implementation in Indonesia. The author argues when legal system is weak and legal enforcement is absent, then people are not appreciated the formal regulation. In this condition, which is so-called missing “legal culture”, introducing corporate governance code as a voluntary regulation is meaningless. People prefer to avoid any norm or code if they can do this safely and bring benefit to themselves. Get the paper here!
